institutional capacity building

PROGES has gained a significant experience in the design, implementation and monitoring of institutional capacity building projects. In this respect, PROGES approach builds upon the analysis of key tasks of the targeted organization with the aim of identifying those which needs to be enhanced to develop relevant institutional capacities consistently with the given project objectives.
Building upon the outcomes of the above analysis, a set of project actions is designed and implemented to effectively mediate capacity building contributions; considering that the capacity of an institutions is the result of a complex of interconnected and mutually dependent tasks, such actions usually cover all the three main categories of institutional tasks (Applied Research & Standard Monitoring; Decision Making; Implementation of ground projects).
It is important to highlight that, consistently with the project institutional capacity building objective, the said actions are not per-se targeted at e.g. developing management plans, protecting biodiversity, improving people's life standards, but rather at providing relevant institutional staff with both theoretical knowledge and practical experiences on each of the tasks needed to fulfil the given institutional mandate. Hence, all related project activities are implemented by ad-hoc working groups comprising technical assistance and institutional staff working as “shadow-counterparts teams”.

In executing institutional capacity building projects, PROGES has had the chance to work, either separately or simultaneously, in the implementation of a variety of tasks such as: drafting of policies, strategies and spatial programmes and plans to promote sustainable development; formulation and implementation of both theoretical and on-the-job training plans; drafting of standard monitoring procedures (focusing biodiversity, management of water resources, local economic development, health); execution of field research and data collection/generation campaigns; implementation of both Geographical Information System and tabular databases; implementation of local development ground projects.
